Make me a Wordpress wp_enqueue_scripts function for my cache buster css and js?

I want to use loadCSS script for my [login to view URL], I want all this to be automated and also that the [login to view URL] contains a query string as a cache buster with the last mod as the ver= string such as ?ver=YMDhms. For the cache busting theres an easy way to implement it: [login to view URL] Just requires to add Year, Month and Day to it. And for the loadCSS script, i require the HTML to display this: <link rel="preload" href="/wp-content/themes/site/[login to view URL]" as="style" onload="this.rel='stylesheet'"><noscript><link rel="stylesheet" href="/wp-content/themes/site/[login to view URL]"></noscript> So need: 1) A wp_enqueue_scripts for this. To display that format with the last mod date of the [login to view URL] so its cache-buster working. 2) I have a JS as well for all my js: /wp-content/themes/SITE/js/[login to view URL] I want it also to have a cache buster wp_enqueue_scripts for this JS, so it will be displayed in my HTML head as: <script type='text/javascript' src="/wp-content/themes/site/js/[login to view URL]" async></script> 3) If you are a really good developer this is an initial test as well for a big mod I plan on various sites.
