Make a website (OR app) based on another existing app but added features and ability

What I need is very simple but it is going to be challenging for me to explain it. The basic is I need a website that is a random image generator and ability to use available API to get current stock prices online.  Then the website/app will choose or designate images based on the outcome of changes to the new stock price.  This will be referencing "Remote Viewing" which uses particular words so I will provide definitions at the bottom to make this easy.  There is an APP called RV Tounament which is basically what I am looking to duplicate but add in some additional features.  There is also a tool online which can be found here that is also very close to what I am looking for [login to view URL]  I encourage you to look at the above app. The exception is, I need to be able to generate images and "target" ID's based on stock prices or other questions I input to the system. I also need the answers (or "feedback") emailed to the user when the deadline is up. 1)Duplicate RV tournament.2) Ability to upload personal session notes (photo with phone) written on a notepad or screenshot. 3)Have account login 4)Voting system that scores the total of all entries by users that looks like this: [login to view URL] 5) keeps track of user's account score over life of account which would look like this: [login to view URL]  Also has ranking of top participants.  6)admin to create daily Targets in que and to view active targets and both images. 7) automatic feedback ("answer" to correct image) emailed to user after duration of time (for example 1 week.) 8) automatic target creation 9) automatic target generation based on stock prices. 10)Get current price of a stock using available API (for example yahoo finance API) 11) make a target based on current price of stock.  Generate feedback after X duration of time (example 1 week). Feedback is chosen based on new stock price.12) ability to put random tasking in there such as "Who will win the soccer game this Saturday, Team X or Team Y13) The questions (or "tasking") will be in que and come up as scheduled for daily tasks. I also need to be able to organize which rankings accounts get asked which questions. For example, Monday morning the program generates target ID: 654BCD.  The program designates two potential images as the 'feedback' (image 1 and Image 2).  The program fetches the current stock price of TSLA is $495 per share.  The "tasking" is generated "The viewer will perceive and describe the image emailed to his/her email on Friday, November 20 2020 around 5:00pm."   If by 3:00pm this Friday, November 20 2020 the stock price will be higher than $495 then the "feedback" Image 1, if the stock price will be lower than $495 then it will Image 2.  The chosen image will be emailed to the viewer at the deadline. I need to be able to modify the stock, dates, duration of time, and overall question (tasking).   Target = random numbers / letters that act as coordinates for the remote viewer. It will look like this:  564BCB Feedback = After a remote viewer finishes a session, they will see the "answer" this is called feedback. Tasking = Official phrase or sentence that describes what the coordinates represent. For example "The viewer will perceive the statue of liberty as seen in the following image" **Please do not blindly bid on this project or bid an amount as a "placeholder" bid in order to mislead me to engage in messages. If you intentionally mislead me based on price and spend a lot of my time only to later ask for higher (for example 10x higher) than your bid I will not honor your payment and only go by the bid amount. Any price agreed must be in full and no hourly or "additional" payment for unexpected work. The work must be 100% complete before any release of milestones, no exceptions. I am very honest but unfortunately I have encountered dishonest freelancers that took advantage of me.
