Local Web Server app

I need a quick job to create a local web server - possibly using a free LWS like TinyWeb (Ritlabs) that can be installed on a ship's server and then accessed by crew using their BYOD devices via wifi.
I have a file attached that is normally emailed daily to the ship. Ideally, this file will be unzipped and copied to relevant folder on server - or it may need modifying to allow correct display. Currently it is a single standalone file that is emailed to ship and then viewed in a browser. Hosting on a web server allowing more users access may need different approach.
I have a potential customer who is wanting this, so it could be agood opportunity for a keen coder to help develop this and add more features. However, the basic nuts and bolts needs to be completed ASAP.
The program would need to be installed on the server (?) simply and not affect anything else. As a coder you should be able to explain how you see this working in order that the solution will be simple to use (no real user intervention). The Captain will just copy the file(s) daily to a folder and then crew can access at any time.
