I went through the project requirements you have mentioned here. I'm very keen on building this extension for you, and I have great expertise in implementing chrome extensions.
I have already done thorough analysis of what's feasible around implementing such an extension in chrome's world, and I have my analysis below:
1. First and foremost, Chrome extension API framework doesn't have an "onHover" event triggered when a tab is hovered from the top navigation bar. So, implementing an exact flow similar to how Vivaldi browser is doing, is simply not possible in native chrome extension.
2. Having said that, I think we can make use of other Chrome APIs to get a very close match.
a) On clicking extension's icon in toolbar, a popup dialog UI box will show up. In this dialog box, all the currently open tabs (from each window) will be listed.
b) When you hover over any of the tab listed here, it'll show an thumbnail preview of the content of that tab right inside the dialog UI. Also, you'll be able to close that tab by clicking on a close button next to it.
I am very confident that I can implement the above proposed extension UI in less than 5-6 days.
