Get a Website Built

I need a web developer who can make website like [login to view URL] but with different functionality. -I want a site where students can upload their assignments/work/articles like .doc or .pdf or excel file which they might think are useful for other students and that assignments gets reviewed by admin and after approval can be seen on site using search and allocate reward points to that uploader. -Students can find any assignment on search engine and when they come to the page on the site they have to Register/login to view whole assignment and they need reward points to view the content of other uploaders/students which they can earn by submitting their work/assignments. -Once they register they should be able to view 2 Free documents after that they have to submit assignments/work/content to earn reward points. -Those assignments gets reviewed by admin and after approval can be seen on site. -There should be a admin panel where I can see total users their points, assignments, pending assignments, last user logins, total files with stats. -Admin panel should also have options like ban users/IPs, Add/Remove content. -Site should have install page so I can easily install website on any server without changing things in files. Like one click install thing. -Website design should be simple like freelancer. -Developer have to work on my hosting for testing I will create cpanel and FTP account for working. Before posting proposals read everything carefully. I have limited budget. Ask me for more information if you need more clarity and info.
