Fixing a small PHP Drupal Issue in My Website

I am facing an issue when I tried hosting the Drupal7 website at Godaddy.
My account is Economy Windows Hosting with Plesk.
Initially, I uploaded the files to the root folder, that is, the httpdocs, but an error was returned
PDOException: SQLSTATE[HY000] [2002] No connection could be made because the target machine actively refused it. in lock_may_be_available() (line 167 of G:\PleskVhosts\[login to view URL]\httpdocs\includes\[login to view URL]).
The database information I have given is correct, as I checked it several times.
Then I tried uploading it as a subfolder and this time an Internal server error was returned.
Can you please someone to help me to fix this issue??
