email campaign/newsletter system

I have an existing database with email records from differing tables that I will use. I also have a current login system for credentials. I have a need for an email campaign/newsletter system. There are no "mailing lists" as the list comes from existing records in the database. The newsletter will be sent at irregular intervals to a group of names and email addresses from the current database. These will come from a single table, but the selection process of who to send to may be based on as much as10-12 options in the table. The campaign side of the system may have up to 12-15 elements to a single campaign and will be sent at regular intervals although the interval itself may vary from one campaign to another. Campaign #1 may send out 12 elements that are sent 1 week apart. Campaign #2 may send out 12 elements that are sent 2 weeks apart. The start date for each campaign may be in the future. The email records will come from one table, but the selection of those records will be based on its "master" table. I'd like to track clicks, unsubscribes, opens, etc. This will be handled through CRON jobs on a CENTOS 7.x system. I would like an admin system so that users can see the results of a newsletter or campaign visually. All users (except the Administrator) will have access only to a group of campaigns/newsletters. These will be broken up by a combination of Region/Encounter. The Region is mandatory while the Encounter is optional. For example: a user in Region A cannot view the campaigns nor newsletters in Region B. If the Region A is selected, then all campaigns and newsletters are available to be seen by users in Region A. If the user is in Region A and Encounter A1, then the campaigns and newsletters for that Encounter will be seen. But the user can also select Encounter A3 and see those records as well. Or they could deselect the Encounter and see all the records for Region A. The Region/Encounter fields are present in all the relevant tables to retrieve the list of names and email addresses.
