Create Android App on Ionic or Phonegap with Rest Api from Wordpress

I have a Wordpress system for managing fast delivery orders. Pickup and Delivery, my company makes fast freight service. (uber courier similar) Orders are made with Woocommerce. I have a specific panel (my account) for my drivers, there they see the services assigned to them individually. I already have all these functionalities ready, receive order, assign, etc. About this job: I need to develop an APP capable of tracking the live location of drivers with APP enabled. The information of the location of the driver is of paramount importance in order to know which driver is near the place of the collection and thus expedite the service. That way, I need to track and send the requests to the driver's APP. About this job: 1) Create Rest API to connect our Wordpress with APP. 2) Create the hybrid Android APP: Ionic or Phonegap 3) Create a panel with map and list of requests + drivers.
