Build a system for use with Mikrotik

i want a server system that can interact with mikrotik so we can manage it from outside to create users, and suspend but also to manage pay orders for each user, where we can ask payment for service but also for any other concept that should be included in montly bill, also each pay order has a max date to registrer payment. We should be able to load the payment info for each user incluiding autorization of payment and system must check if there´s no other payment with same number. System must provide consults where we can see wich one as not made payments. We must be able to assign asistance tickets to users so if we consult a user we can see each one of the reports he as made, how whats solved and if his payments are in order. We need the code and manual at the end and if everything goes ok maybe next contract will be again with you for making an user app. IMPORTANT!: no partial payments should be made until system is working
