dear, sir. If you give me this project,I will complete it in three month under cheaper price than others. It needs to implement the face recognization function and real video stream function. Best video straming sdk is red5pro , but this is paid. not free. Othes are Wowza GoCoder SDK and Live Video Streaming SDK. And as for face detection, there are several sdk including OpenCV and karios. the option depends on your detail. I hope to work with you this year thank you.
