Build a UI on front end to integrate a custom API that will price and create custom products for our Magento store

We need a complete solution for our Magento 1.9.2.4 webstore. Our factory has developed an API that we need to query from a front end UI that's needs to be designed from the ground up. Our customers need to be able to enter information into the interface in order to get custom pricing for tablecloths and other linen products. Upon return of the query string that then needs to be able to be built into a product and be able to check out on our magento store, with magento building the custom product with all functionality colors etc so it can be added to the cart with regular items and then end user can checkout.
This project is complicated and has many components. You will need to be able to accomplish the following in order to be considered for selection on this project.
1.) You must be able to make a complete local copy of our Magento instance to work from and be able to give us access to see progress and test. (if you cannot achieve this move on please.)
2.) You must have the ability to design and develop the front end functionality so that it is customer centric.
3.) You need the skill set to ensure that you can return the queries and then construct the module to complete the query with all the additional attributes and information.
4.) We need a concrete timeline on you being able to complete this task including design deployment Q&A and final testing.
5.) The finished module must able to be implemented into our other magento instances without re-inventing the wheel.
