Build an android collection app for micro finance institution

We want an android solution app for the micro finance institution so that they can track on timely manner the collection made by its agents on the field.
Our solution will be composed to two parts: Web based dashboard and a Mobile application for the agents (Agent App). The company will provide an NFC tag/card to the customer and this tag/card will be the mirror of the customer wallet account. When the loan is set u, the company will update the app and the balance for will be reflected into the customer wallet. Any future payment from the customer should reduce this balance until complete payment.
We want to be able to create an instance for each micro finance so that they can create their own customer (add the loan) and they can also create their own agents.
1- Dashboard
a- Can create Agents and assigned agent to customer
b- Can create the customer with an identification and or used the existing identification from micro-finance
c- Can remove agents/customer from the dashboard
d- Can load the list of existing customers and add an identification
e- Can add the loan of customer
f- Can see a summary of transaction per agent per day/per month or a range of date.
g- Can assign a carte/Tag to a customer
2- Collection Agent
a- Can see list of customer assign to him/her
b- Can take collection from customer and provide receipt
c- The app can send an email and or notification via whatsapp to the customer to confirm reception of fund
d- To be able to take the collection, agent must approach the NFC card from customer. When the card is in contact with the app, loan information (balance and may be the payment due) should be displayed
e- When information displayed, the agent can tap the amount collected and then the loan balance will be reduced accordingly, and the customer should receive the notification
3- Card/TAGS
Customer will be provided by NFC card and or tag.
