Animal Charity Customer/User Management Website Required

I think this is going to end up being quite a large project, this is just the starting point. I require someone who is able to speak and understand English to a very high level due to the potential complexity of this project. We are a charity looking after 350 unwanted and neglected animals, we have data stored at the moment in excel spreadsheets and on paper. This information consists of donations, volunteers, fundraisers, animal details and much more. Ideally we would like one larger web based system that incorporates all of these items into one system as an end goal. To start with though, I need a starting point that we can build on with ease. The system ideally needs to be SQL based as a back end and able to run on a Windows SQL Server (the free version if possible?). The front end should be web based with a simple bootstrap theme. The theme won't need to be changed very much and due to the majority of the design already being in place I am hoping that the price of this will be cheaper as we are a very small charity with very limited funds. If you look into the attached zip file you will see the bootstrap theme I have chosen for you to work with, I hope this helps and makes things easier. I have also attached an [login to view URL] for how I would like the first page to look in terms of what it should contain (buttons, content etc). If you can try to replicate this as much as possible and link the fields to a back end SQL database with a table in SQL called "People" that would be great. The Example image where it says Logo and Links at the top, just leave the default in place for now, I understand some HTML/CSS etc so I should be able to change these smaller details at a later date. I do need it so that the header (logo and links) are changed globally on all pages if changed on one page. On the Example form, the Upload image button, should popup asking you to upload an image for the selected person. Near the bottom you should also be able to upload and view attachments which may be word documents, images, PDFs etc. At the very bottom there is an EDIT PERSON button that should take you to a page which should allow you to edit the address, name etc for the user you have selected. Finally, example 2 shows the first page before you would see the details for an individual person, you should be able to search all people, add a new person, and view existing people which would take you to the first Example image. Some assistance on this end via Teamviewer to get it working with SQL (free version ideally) etc and probably IIS. Thanks very much.
