Administrative Web. [Looking for a Software Company]

I'm looking to develop an strong Administrator Website for a company. This company generates licenses that allow drug stores and medical centers to operate. Right now, this process takes around 8 months to complete (It's very burocratic), and we are looking to develop this software to reduce the amount of time needed to generate a licenes up to 1 month or 1 week. I'll attach a flow diagram of the proposed process to reduce the time, and this may be the core of the development of this software (PD: We provisionally named this web SIHARM). The easiest way to explain this process would be: 1. The Health Service Provider (HSP) fills a form in the Web, and uploads some required documents. 2. Department of User Support access to this Web as administrator and check if all documents are correct. 3. If all the documents are correct, then the Analysis Department determines the guidelines to apply based on the documents delivered by the HSP. 4. The Deparment of Inspection assigns an Inspector (via the Web) to visit the local of the HSP to check that everything is as is required in the guidelines 5. The inspector visits the local and fills out a form in the Web to be qualified. 6. The Web automatically gives the results of the evaluation of the form provided by the Inspector. 7. If the results are above 85%, this local is able to get the license, so the Director and Sub-director digitally signs an auto-generated license with all the information required from the HSP. 8. This license is printed. (and the process is done, Reception waits for the HSP to come and get his license). It's very important that the Web manage statuses, so the client (HSP) and the employes can see in which part of the process is his documents going. It must be really solid, user-friendly and intuitive.
