add,fix and modify features to my magento 1.9 site

I have an issue that sometimes my site dose not store the data types on front end (the message) its not stores Data in DB... and this was bug already since before.. Somtimes message is showing andsometimes it's not.
also, I want to add a multi cities countries feature to the site
want to be able to ship to more than one city and be able to assign each product to specif city and also to cover various scenarios to this feature ie; if someone added a product and want to to ship it to another city what will happen on the check out page? needs to put solutions and options and restrictions for such a point and other senarios for this features of multi citires/countries shipping
the city names shoudl be in arabic on arabic - and english on english site
and also need to be able to assign a shipping fee to each city from the admin
