Create Cellphone Monitoring App for Android & iPhone

I'm looking for someone who can develop high quality iOS/Android native application for Monitoring Employee / Kids. I wish to develop mspy/copy10/ownspy/bosspy work a like application. There are many application of that kind but I wish to create persona use, specific capabilities Android/ iOS only application. It for private use and I do not need all of what those application had to offer. Designed with more licensing options: ie - basic, full options and corporate licensing. App developed for Android and iOS platforms only. Website on a hosted platform (which I will provide), containing a members login and payment portal with a variety of payment options. If you are a talented individual who is interested in a partnership, I would love to hear from you. If you have the skills and know-how to create a credible competitive product to mSpy and FlexiSpy on Android (not interested in iPhone at the moment), please apply and give me an estimate on what you think it would take. I have an in-house team that will handle any server-side infrastructure. You only need to worry about creating a competitive app. I prefer a native Android app in either Java or Xamarin. If you think you can do it significantly cheaper or more effectively in something else, I'll listen. Please don't apply if you don't already know how to substantially do what the competing products are doing. Prior work on similar projects is helpful. Rooting must not be a requirement for your app to work. If there are features you can't deliver in a timely / cost-effective manner, please let me know.
