With this system, dispatchers, chiefs and team leaders know within seconds whether adequate personnel will be responding to the emergency event. Present dispatch protocols often result in time being wasted waiting between 2 and 5 minutes, or even longer, for responders who may not be coming. This system eliminates such delays because emergency response teams and dispatchers know immediately if enough personnel are responding. When not enough responders are en route, departments and teams can be re-dispatched much sooner, saving critical time. All of this information is just a click away and entirely automated. The entire process takes only a few seconds and appears on the computer screen in real time. There is no need for time consuming person-to-person communications, and no software or new equipment is required. Emergency responders only need access to any telephone, and their stations and dispatchers need nothing more than any computer with Internet access. Because this is web-based, the information that it provides can be viewed at any location, including mobile command locations. An outbound mass-messaging system shall also be included as a component of EnRoute system, providing fast and easy text message and email notifications to all or selected emergency service providers. User privileges can be assigned by the administrator to ensure security of the application. EnRoute will leverage the Software As A Service (SAAS) delivery model so that the application can be accessed from any Internet connected computer in real time. No hardware or software purchase or installation is required and the software can be updated continuously as soon as updates are made available. This brings the total cost of ownership down considerably over traditional software deployment models, which require customers to invest in infrastructure and personnel to keep it going. In a Software As A Service model, all of this is taken care of by the hosting service provider (EnRoute), which provides a home to the application and maintains all of the system’s infrastructure. TECHNICAL DETAILS [][3] Similar Models have been written in the following code. The application is coded in ASP.net and runs on a Microsoft SQL Server 2005 database. The most intriguing technical aspect was the integration of a VXML script, which enables the application to handle incoming telephone calls and communicate directly with the server. This script is crucial to the functionality of EnRoute because it facilitates retrieval of the data that the application processes, organizes and makes available to the user.
