File Sharing Site with User Referral & Earnings

I want a site made, where users login to upload and download files. They can refer members and create a referral tree - going up to 10 branches deep. They can then earn money depending on how many people download their files and how many people download the files of people in their referral tree. Therefore the system will have to use our algorithm to work out the money earned by each person. There will be many files uploaded, and we will need to be able to create as many folders and sub folders as we want for people to download and upload files to. There will also be an admin section where we can create/edit/delete files/folders and view statistics. We have planned and written down a detailed specification for the project, which outlines what we want. We will create the design ourselves, but we need the code to be easy to understand and modify. ## Deliverables Giving a more detailed overview: Users will be able to signup/login to the site to download and upload files. They can see what files are available without being logged in, but cannot actually view the files without logging in. During the signup process, there will be quite a lot of parts to fill in, but most are optional sections - more information about this is given in our main specification. Once signed up, the user can upload and download any file. We (admins) will be able to create/edit/delete the folders and subfolders of the navigation. I.e. Level 1 -> Level 2 -> Level 3 etc. We can also see statistics of usage etc (more info in main spec.) The referral tree is a key part of the site. The system will need to track the referrals of members up to 10 levels down. The users need to be able to view how many referrals they have at each level. Another key part is tracking downloads and working out earnings. The system will have to track how many people download the user's files and also how many downloads there have been of all the downloads of all the users at each level of the referral tree. Then we will input certain information using our algorithm to calculate how much money each user gets depending on how many downloads they have had from each level of the tree. (Will be explained better in main spec.) We have already started creating the design, and we will implement it into your code ourselves, so your coding will need to be easy to understand. Our main concern with this project is price as we have a tight budget, but once this section is over, there should be more things to do as long as everything goes to plan. Thanks.
