Ebay post auction script

Our need is for 2 scripts: one in PHP to offer an web interface for the user to enter auction data to MySQL and another one in Perl or PHP that post the selected auctions to EBAY by cron job.
The first one is to allow user to add auction info/data to MySQL, then offer the user to schedule multiple auctions. Scheduled auctions to be posted will be write in a flat-text file with one auction per line and | separated (record id|date|time).
The second script (Perl or PHP) will run in cron at every minute to read the text file, extract data from MySQL and post them to EBAY.
Must generate a report after posting (OK or fail)
Must mimic the Turbo Lister posting feature or something similar to sparedollar.com.
I have root access and can install CPAN modules.
## Deliverables
1) Complete and fully-functional working scripts with a very well commented source code to allow future modifications.
2) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
