SEO - One way links

Hi Friends, I am looking for an SEO expert to get **_one way PR3+ links_** to 6 finance websites. I need 30 links per site which makes a total of 180 links for 6 sites. I am looking for PR3 and up links only from related finance sites or pages. The page where my link exists needs to be at least PR3 and should not have more than 50 links (inbound + outbound) No links from XXX, porn, search engines, directories or Same Class C block.
