Online Auction Program

We are an Online Auction Company that offers a auction style bidding environment 100% online. We allow local users to register and place bids on items of their interest. We currently have a auctions it powered by symfony 2 but we now need a more feature rich site software. I am open to discussion on the programming language used. This would be an entire website design(i have a basic blue print on a layout) and creating the features of the software. I am looking for a highly dedicated developer to work on a longterm basis for this project and ideally located in Europe or USA. English should be pretty good written so there is no lack of communications issues. Features would be: . User registrations - multiple steps . User Account with several features such as managing credit cards, addresses and email newsletter subscriptions. . Simplistic Auction creation process . Needs to be upgradable with new features and stable. Cannot have bugs popping out especially when a auction is running . When auctions run, users will be able to place bids on individual items in the auction .
