Gaming Site - Design, Programming

We are developing a Virtual Gaming site. The site will be a virtual horse racing site that will allow the user to roll 4 dice. There will be a few programming rules with the dice ie) if snake eyes is rolled then 15 legs will be run, if 4+4 then only 8 legs etc.. The concept is simple in design but will require tight programming and delivery. The game have been spec'd in flash. The game has not been design to date. We have samples of what it should look like. Multiple games at different entries etc... The website design will have to be completed. We have the logo and the template already programmed and read for someone to take over. The one outstanding design part is the creation of the 'profile' horse. It will have to be virtual where basically a horse avator will be created and you can customize what items are to be added to the horse (color, saddle color etc..) also, you will be able to 'name' the horse, The name will be ettched on the horse like a tatoo and visable when racing. The profile will be added to a community where users would be able to view other horses, send them an open message and see statistics. The concept is a mix between a poker site and mini community site. a payment gateway with credit card transaction must be programmed and integrated with our processesing company etc... All programming will have to be completed for the website and game, integrated on our hosted solution with full instruction of the code and the gaming delivery (we need this for legal purposes). As mentioned above, we have 80% of the design completed and a lot programmed. Our previous team was unable to complete the task due to unforeseen circumstances and they have delivererd everything that has been programmed to date.
