Ask / Answer script needed with added features - Fully Customizable & Very Flexable.(repost)(repost)

Need a coder with exceptional experience and who knows what he or she is doing. Willing to work with me and stick around until the website is complete and assist me with what ever I need help with. This could either be a short project or a long term one, your choice. It all depends whether or not you are willing to stay or leave after making the requested script. Experience wanted with: C+, ASP, .NET, CGI, MySQL, and/or PHP. I am not picky, so which ever one that is very secure, efficient, works the best, and is customizable, I will go with. **The basic idea:** The script I need is very simple with some added features. The main concept is to be able to ask and answer questions as seen in Yahoo! Answers or Answerology or other websites that provide such feature. Some key features that I need are: - Discussion board - MAYBE a chat between users / messaging system. - User permissions, group permissions. - Asking a question, answering a question. - Rating system - Sorting the user database (top 10 by answers... questions.. etc..) Best rated user, etc.. - Efficient search database to search through questions already posted and answered. - User registering / database system with profile page, etc.. - Ability to make a timed quiz (answering questions that are timed). - Users can upload pictures, videos (flash based - much like any player like on youtube or many other websites), audio files.. - Administrator can set privileges / permissions for certain areas of the website. - Fully Customizable so if another feature needs to be added, it can be easily. I am not picky on which format the script should me. It can be CGI, ASP, .NET, or which ever one that is efficient and secure, as well as good. Try to avoid PHP because it isn't all that safe sometimes. Obviously I want my website to be really safe and secure. And flawless. I am not listing every feature for security purposes but if you can do the listed stuff, you will have NO PROBLEM with anything else.
