One app to controll apps on other devices

The App - the app that is being created within this project's scope. Device A - a smartphone or tablet with Android 4.4 or higher, used to controll other smartphones Device B - a smartphone or tablet with Android 4.4 or higher, used to be controlled by the App There are up to 30 devices of B kind connected to device A at once. All devices have the App installed. All devices are within the same WiFi network with NO INTERNET access (LAN). Functionality 1. - connect B devices to A device via WiFi (and autoconnect to the known device A after device is being turned on the second and next times). Functionality 2. - on device A present a list of apps to be run on devices B . To make it easier to imagine, let's say that there is just one app on the list - "Google Chrome". Functionality 3. - from the list of apps on device A user chooses to start "Google Chrome" and Google Chrome is run on all devices B. Functionality 4. - from the list of apps on device A user chooses to close "Google Chrome" and Google Chrome is closed on all devices B. The app may be very simple with just functionalities as above, no graphical fireworks (although following Google's material design would be a plus). The app is not designed to be put on Google Play store, so there is no need to worry about complying with its rules.
