I am an Android developer, and also have a lot of experience in ASP.NET MVC, and MS SQL Server. Following is my approach.
1. For SSL to work, we need to buy and deploy an SSL certificate on the server side. This will make the communication over HTTPS, which is a secure layer. I can do this part, as I already deployed a few SSL certificates on IIS server on web sites in the past.
2. Ensure that the authorization is implemented. Either it is forms based Cookie authorization with simple username/password or it is a basic authorization with username/password. We also have other authorization mechanisms, like JWT token, OAuth, SAML etc, but I am aiming for the simpler option.
3. Create the API for login, for fetching the job details etc, and use them in the AP.
4. Implement the Android APP and send you the APK file.
