Hey, I am an software engineering graduate and have been a hobbyist while in college and worked in analog and WiFi controlled robot using Aurdino modules and have immense interest in IOT related products. As for your project description, for the second stage we can use Aurdino WiFi module like ESP8266 to control the external hardware using mobile app. And I am an Android app developer myself and will develop the app too. i have few clarifications to make. when it is local wifi the chrome cast methode should work, initially it will work as acess point and if enter the home wifi configuration it wil reboot and get connected to home wifi. if the wifi configuration is available it will directly connect to home wifi. but the question comes in the case of operating the device from the internet. then the device must have a global static ip or it will pol a server for command and update the server with status.

I am working on similar project now and I have done a wired version of what you need If you want we can talk to each other and I will explain what you need to became your idea to end product.

I previously have designed a similar product that use BLE, hence I'm aware of the requirements as an engineer, product developer. Moreover, I use such home automation products at home and know the requirements as a user.
