Build an AR (Augmented Reality) or ML (Machine Learning) app that adds sparkle effects on camera mode

The app will need to apply sparkle and glitter effects to photos and videos. Both when taken from the app or uploaded from users phone. There are already apps like this on the App Store, but I want to add an additional feature where user can select the option to manually add sparkles to photos and change their size and color. The app must apply the sparkles smoothly and accurately where the bright spots are. If it is not smooth and accurate then I will not consider the project complete. It must be smooth and accurate for photo and video taken with the app, or uploaded photos and videos. The app will need to work on all iOS devices (iPhones and iPads) on iOS 10 and newer. UI graphics will be provided in psd formatted for iPhone and developer will be responsible for formatting for iPad and all iPhone screen sizes.
The app will include advertisements and In App Purchases to unlock different types of sparkles and other upgrades.
IMPORTANT: Please describe in detail what method or API do you plan on using to create this sparkle function on live camera? Everyone says they can do it, but please include details so I can determine your knowledge of the task.
