Develop IPad Application to fill out PDF forms

I need an IPad application that will be able to fill out forms and upload the saved PDF forms to a web service which I will provide. No web services work will be required.

The requirements are:

1. User will login (REST web services for authentication for will provided)

2. User will be able to fill out already created PDF forms (Not web or IOS forms) on the mobile device.

3. User will be able to save forms on the mobile device.

4. User will be able to upload forms to the web site (web services will be provided).

5. Fields will need to be specially coded to know what type of data it is and how it's mapped in the database. The forms will be created for you, I will handle the coding of the fields.

6. User will need to be able to capture a photo of each employee and associate it with their name and employee ID #. A web service will be given to query a user by their ID, and return their information like Name, etc. There are other forms that this will be used where they type in a user's ID and it should populate their name.

7. User will be able to have employees sign a form on the IPad and save that signature in the form.

These are the requirements, basically it is used for a Safety Inspector to go to construction sites and fill out inspections and have trainings that the employees will sign saying they attended.

Apparently there is an IOS SDK from Apple that allows you to create and save PDF files. There is also a free one here:

I found an SDK for Objective-C IOS development to handle PDF coding, which might shouldn't be necessary but a last resort if needed:

The reason why I want to do PDF's instead of doing an HTML 5 web application is because it needs to be able to work offline with no internet if necessary, and also on a regular desktop so all the forms can be built using standard PDF applications like Adobe/etc, and then the forms can be then uploaded to the web service or website to parse it. This is something that is going to possibly be used by other people in other industries so I don't want to have them have to create their own HTML 5 custom forms, but just standard PDF forms. Plus, the results need to be put in PDF anyway for a client to view/store.

If you want to view an app in the Apple Store that is similar to the functionality that I want, it's called PDF Expert. It allows you to fill in PDF forms that have been created, and then allows you to add pictures and such, then save the final PDF.
