Refactor Hashicorp Terraform Code

I have some terraform code wrapped in Powershell. Currently, it's based on Terraform v0.11, and Azure Provider v1.21. I'd like to refactor this code to use Terraform v0.12, and the latest Azure Provider available and supported. I can provide what I have thus far, you'd need to create your own service principal in Microsoft Azure to test your refactoring. The code needs to remain wrapped in Powershell for execution.
