build a GPS tracking watch -- 2

I am building tracking and alerting system; and would like for a wristband to be designed that runs an Android OS. Basically, this device should be able to communicate to a backend service and send coordinates for tracking. I should also be able to build an Android Wear app which I can install on this device either through the App Store or via USB debugging. Device should be able to store a week’s worth of coordinates when it cannot send this data to the backend. The backend program should also be able to send instructions to the Wristband, and send configuration data such as how often an update should be sent, how to connect (UDP or TCP) etc. You can get in-touch if you require further clarifications.
