Point Domain To New IP Address & Install cPanel

We have a $10 to $20 MAXIMUM for this project. We are building an app store and we have purchased a new VPS server to host the app store, so it is on a server all by itself with no other websites. The operating system is Linux and we installed Tomcat web server in order to install the app store script. The Developer has uploaded the app store and the store can be accessed via the new IP address. The domain where I will be hosting the app store only has a landing page on it and can be found via my old SHARED server at my old host here: [login to view URL] HERE ARE THE 3 SIMPLE TASKS TO BE DONE: 1. I need to login to my Registrar and update DNS so that my domain is pointing to the new IP address on my new VPS server.. 2. At the moment we are accessing the website via Root and SSH, but after changing DNS and pointing new IP address to domain above, I want to be able to work on the website via cPanel or SSH. So we must enable cPanel on the domain. 3. The site is still under construction so we do not want it on public view. So after we have changed DNS we need to make sure people only see the "Coming Soon" page when they visit the domain. The "Coming Soon" page has been uploaded on the new server. This is a very simple project for any Server Admin or Webmaster and should take no more than 1 or 2 hours maximum. Once again, our budget $10 to $20 for this project. Please leave PM if interested.
