D3 - website animation project (pref using D3 library)

Thanks for looking at his brief. I want to create an animation , preferably using a D3 library template, where I can have various cogs (see attached) each with a topic, and can drag and drop these cogs into the centre of the page, and as each new cog is dragged, so it adds to an ever increasing animation of interconnected, turning cogs. I want to show many topics working together, all the cogs connected and turning each other. Preferably, I'd like to use my laptop touch screen to drag and drop them, but as a alternative, will accept using the mouse to drag and drop but its not my preference.
