This is a rough estimate. You aren't clear whether "other sites" are in the same or a different domain. If the same then a client script can be used, otherwise a server side script will be needed. Javascript can be used, but a PHP or Perl script would be a simpler choice

This is an initial estimate only. I'm assuming you want to spider other sites and based on the file information assume that the site has been changed on a particular date. Unless I'm misunderstanding you , you will need a server side script to accomplish this, Javascript will work, but it will be very slow.
