Nice to see a project requiring Facebook Instant Games. Let me show you my knowledge about it.
First of all, you can check out "Rising Up" game I have done for Facebook Instant Games and it's already in public. It shows that I have some experience in FIG.
What about your project, I would like to use Cocos Creator, because was using this with every private and consumer project, and I'm familiarised with it.
1. I would create game itself
2. I would go for smooth multiplayer using backend server (because you can't directly send data to your opponent, it have to be done with backend)
3. Little improvements and game should be ready in max 10 days
