I need an iPad application or mobile web page that will display an HTML5 document with a digital signature pad that when the digital signature is clicked a picture is taken of the person signing the document and is saved to a MS SQL database. It would be nice to see the picture in a frame on the iPad but that is not a deal breaker.

What exact iOS versions are you looking to target on the ipads for this software? There is an edge version where support for this functionality was implemented in Safari, I don't believe it is baseline.
