Expert Delivery of Bulk Emails into Google & Outlook Inbox

Hi, I need someone who can build me an email server/system that can deliver over 1 million emails into google and outlook inboxes every week. It needs to be a VERY fast system, and needs to deliver the emails at several thousands emails per second - into the inbox.
You need to have EXPERT knowledge of the email industry, and know exactly how to avoid & work around blacklists, rate-limiting emails, deferred emails, and rotating IP addresses. Updating Bounces, Feedback Loops, SPF, DKIM, DMARC, and etc. Need to be proficient in this field, and build a system that can handle a large load and heavy email sending.
