PSD to HTML Pages, Basic Static Pages, Needed ASAP

We have 2 domain names in urgent need of placeholder temporary home pages, the pages have already both been designed in Photoshop and saved as PSD files, so they both need to be converted to functional static HTML files.
Fairly basic job, the pages are almost identical so it really only needs to be done once and copied, nothing special on the pages and minimal text & images, non-responsive design is OK as they will only be used for a short time while the companies undergo re-branding and new site design.
There is a form in the page for users to be able to send emails which needs to be functional. I can provide the email address for these messages to be sent to. Would prefer if this email form could send securely via SSL/TLS.
