HTML5, CSS3: Turn one existing page into responsive design with small animations

I would like to have the following page turned into a responsive design. Currently this page is only a template to demonstrate the layout, but the page must be compatible with all devices, such as mobile phone, tablets, and desktop computers. The page must also support all current major web browsers (older version browser versions is not required).
As this page is primarily designed to target desktop computer, there are no requirements to animations for mobile devices, however, the page should be readable and be visual inspiring, using the images available on the page.

The page must preload all items before the content is able to be viewed. Please use the following example as the progressbar:
