Website designer, developer and programmer

Hey, I'm looking for someone who can make a design for one of my projects. BUT I'm not only looking for someone to design it, but as well as turning it into responsive code! What exactly am I looking for? • 1 page website • Size of the website = fitting the screen of the user What has to be on the page? • place for a login / register form • video player • tab menu (chat, userlist, waitlist) There also has to be place for: • User settings • Admin panel • History (a list of max. 50 items (thumbnail of video, title, number of votes (likes, dislikes, hearts) that the video had received, time and username • Playlist manager (selecting a playlist, and showing the conctents of that playlist + edit options • vote buttons (like, dislike, heart) and a button to join the waitlist I also am in need of a popup menu that opens as soon as someone clicks on the "heart" button. It has to show a list of playlists from which the user can select one I am also in need of a popup like the explained above, but for when someone clicks on a certain button in the playlist manager I DONT NEED A BACK END for this project as this is something I already have. I am just in need of a design to implement my code on it. Examples see attachments
