PLEASE READ BEFORE BIDDING ON THE PROJECT,

I am looking for someone who can build me a website which would allow users to add people and review them.

So guest who comes on the website should be able to add someone who isn't on the site and other people should be able to write reviews for that person. There should be a some kind of a authentication, either user should be entering with their facebook or email and verify their review. They should be able to add pictures of the person they are reviewing.

I have the domain other than that including everything, I am not looking to pay more than $70. This is a experimentation. It should have a easy interface where I can make changes later on.

Something similar to this [url removed, login to view] but instead of businesses, individuals will be reviewed.
