Freelancer T-Shirt Designer for Football Website

We are looking for a freelancer partner to develop new t-shirt ranges for our eCommerce website.
The way the partnership will work is that we will provide a 'template' like the attached image and a list of teams we want this converted to. You will then amend the template for each team. Once the work is complete, we will then move onto a new template, so this work will be ongoing.
For the first project, we are looking to make the attached shirt for 100 countries. We will provide a list of countries and the shirt colour to be used.
Your job will be to amend the template for each country. For example, for Italy, it will be a blue t-shirt and you should make the various elements (such as font colour, etc) relevant the national flag of the country.
Please issue a quote for 100 teams. Please also provide a sample of any country so we can check that you are capable of doing the work.
