Design me a logo for my clients

Hello. I design websites for local businesses in my area and I am looking to work with someone who can supply me with logo design services for this client and potentially future clients too. I, therefore, want to ensure that I get the correct person for the job. My budget for each logo design is $10-20 and I would require high resolution '.PNG' transparency files to be included. For each client, I can ask them any amount of questions - but I must ensure that every client is happy with the finished design. Perhaps somebody would be willing to offer 2-3 drafts to the client first and then the client can select their favourite and a final version can be created?
