WooCommerce is best for your requirement. I have go through all the link and your requirement details and confident to complete the task efficiently. I am capable to complete it any platform I prefer to use WooCommerce is because its very user friendly and specially for non development background people. It have good plugins but tsome of them are chargeable, if you not willing to buy then Drupal is better. Drupal have free modules but less user friendly for non developer people but have flexible custom coding facility. NO need to be worry for mobile responsiveness , now days its a common requirement and by default all the cms and framework are mobile responsive, we just need to customize in some areas. I am expert in XML file data fetching. Previously I have worked in project where client have to upload data to his site by using xml file . Here only problem is that xml file format should be valid other wise it will not work . But no problem we can check its validation using "xmllint". It will help us to check the XML format is valid or not. Your provided URL link is good to understand your requirement, but it will be good if we talk openly over the task, that will make more clear about every thing specially the some hidden aspect of the task as will as challenges.
