Build+A+Website utilizing GoDaddy Central Platform

I need design help for website - the business consists of selling display tablet advertising in the back of rideshare (e.g. Uber/Lyft) vehicles for business with promo code based advertising and additional business line of selling products and services to rideshare drivers in the Las Vegas-area. Prefer a freelancer who resides in the greater Las Vegas area and is familiar with tourist and other attractions here. Designer will be utilizing GoDaddy Central website building platform so would prefer someone who is familiar with that product and can deliver a quality website using their tools within 3 hours. Below image is company logo and tagline. Will need mobile app or other video-enabled service to run on tablet displays, prefer interactive with texting option, however if you have video design skills and can create a compelling ad roll would like to discuss that as well as an additional or inclusive project. May require video capture of local businesses. Need work completed for compelling website design with CTAs first. Website homepage will have compelling backdrop of Las Vegas and / or area brands and landmarks, with two separate funnel flow / CTAs: 1) "Drivers Click Here - Make More, Drive Less" 2) "Business Owners Click Here - Drive Revenue to your Business Daily" type of buttons. Prefer native English speaker, but willing to discuss opportunity with qualified submissions.
