Build a Thumbtack-like website

I need to build a website that functions similar to [login to view URL] Below features are required: 1. Three login portals: User login / Pro login / Admin login 2. No sign up required for a user to post a request 3. Multi-lang support (no translation needed, but the interface must exist) 4. When a user post a request, the server will match pros based on the request's category (ex. car wash/kitchen cleaning) and the user's physical location. (IP if location not enabled) 5. Toggle between two possible ways to charge Pros (managed by the admin login): a) Monthly subscription b) Use credit to pay for bid, load credit in the credit shop (what thumbtack currently does. The cost to send a quote varies for different categories) 6. Show several offline contact info, charge that Pro if he/her got contacted. (Instant Match) 7. Pop-up questions (which show up when a user is making a request) should be customizable at the admin console 8. Add admin approval but can be turned on&off 9. Users can leave reviews and comments 10. Real time chat and email (hide each other's email address)
