Start Migrate static site to ruby on rails ROR

Start now,Budget:30$,please do not apply if you are expecting more than mentioned budget and not having more than 3+ years of experience with ROR. 1)Need to convert static site which is on sass template to rails framework,push code to git 2)Use cap deploy for deployment to server.
