442133 Turn image into a simple flash animation

Hello, I need a skilled flash animated to turn a graphic I have into a simple flash animation Please see my page at [login to view URL] I need the people in the header moving up and down, it doesn't have to be that detailed, it can be really simple I just need it to have the impression of the crowd moving around I also need a small light flashing in the background I need the animation to be approximatively 990 width x 410 height in size. Please only bid on this project if you are experienced in flash and know exactly what i'm talking about. I have attached the graphic that will be used.
