Although I'm new to Freelancer I've had over 10 years experience working with Excel, Access and VBA so something like this is quite simple for me. I'm a full time Systems Analyst in the UK and my specialty is creating and maintaining databases. I'd need more detail before we begin but I'm sure we can get you what you need very quickly. I would suggest that you look at an Access database as opposed to using Excel, it would be much easier to work with and was made to do things like you require.
