I will use the graph you have and fit it to a set of equations. The actual data will then be compared to these equations and scaled as needed. After an anomaly in the usage, the equations will be adjusted only for the time period after the major change has occurred. This complex problem will be handled by breaking it down into smaller, more manageable sections. The end result will be a highly accurate tool that will be able to compensate for any number of anomalies while still predicting future use based on your graph.
