You shouldn't hire a native Japanese speaker for a Japanese-to-English translation project because, at best, you'll have to do considerable cleaning up of the language to make it legible and lucid in English. At worst, you'll get a word salad. Considering this is a freelance site, the latter is most likely. Try your luck, but don't say I didn't tell you so. If you want a professional translator who is also a copywriter, has lived in Japan for over 15 years, does translation on a daily basis, and knows how to translate vague and repetitive Japanese, I can do it, depending on the content. And I'm aware the rate is much higher than what you want to pay. It's still far below industry rates. Good luck.
